This is not a Ragdoll question but I think experienced breeders who know about genetics would know the answer to this:

I've seen a 5 week old all black kitten with blue eyes. It's an American. I've heard that's genetically impossible - to have all black with blue eyes. Will the kitten's eye color change or am I looking at a new breed?

It is not genetically impossible but extremely rare. Keep in mind all kittens are born with blue eyes.
I've never heard of or seen a black cat with permanently blue eyes. However, at five weeks of age, all kittens will still have blue in their eyes. This has me curious about anyone knowing of a dark-colored solid kitty with blue eyes.
I've also heard black cats with blue eyes are extremely rare. In the early 1980's a breeder in New Mexico found a feral black cat with blue eyes. She recognized how rare it was, genetically, took it in and started a new breed called Ojus Azules. The breed was discontinued because it's hard to breed.

I read that a cat's permanent eye color comes in at 12 weeks. I'm wondering if this black cat's blue eyes will change at 12 weeks old?
I know someone who has a fully grown tuxedo cat (black and white) with blue eyes. I also know someone who has a buff (cream) and white cat with blue eyes. But it's rare to have a non-white non-pointed cat with blue eyes, and it's just a coincidence that I know of two of them. Most kittens' blue eyes change color as they get older.
I think this is kitten color... I know in my 5 weeks old the eyes are not the same as it will be at 12 weeks.

It occurs in the RagaMuffin Breed Wink And, is limited to what Ragdoll Breeders would consider Bi-Colors. Sure would have loved to produce a Calico like that!
