When you start a new post, you will see this text box, and below will be a place where you can see "Post Options", under that is "Attachments", and below that on a new post will be "Polling options".

That is correct...you fill out your post like normal and then check the 'I want to post a poll' box and click the post button. You will then be taken to another page where you configure the poll. Have fun with it!
