We too noticed bad breath in our Sam, just 6 months old. We were just at the vet for URI stuff and I asked her about it. He still has LOTS of baby teeth and the gums are red where they are. She said it could be caused from those little teeth that haven't fallen out yet, hence the irritated gums and bad breath and of course a URI can also cause it. We'll keep a close whif to see if the meds for a suspected URI improve the breath and we have some potential teeth issues that may arise if the babies don't fall out as the perms are coming down (front fangy ones). So, if your baby's breath is strong, maybe a vet visit is in order? It might put your mind at ease. It did mine.
