Any kitten with ONE Ragdoll parent can be REGISTERED in TICA. That only means TICA will keep track of the ancestry for the breeder(s). The breed standard is what determines which cats are within the breed definition in terms of variants. Solids are not an accepted breed variant in TICA and it is not as if it has not had focus. There was a recent vote in which they were rejected again.
TICA operates internally the way other associations operate for cross registrations from other associations. TICA looks back three generations to permit a cat with an outcross in his ancestry to be shown. Other associations look back 3 to 8 generations to identify any disqualifying outcross.
As for whether or not the breed standard can be changed, it can. Hopefully, it will not be changed to include solids, but the seeming strategy to place solids with newbie breeders who may not know enough about the breed to know any better could make a difference in that decision. In general in the cat fancy, there is an advantage for a persistent minority who want a new variant or new breed.
