Sorry cant help much but I would say if he was serverly matted then the best thing to do would be to shave him.
Jake used to hate being brushed but he LOVES it now and purrs through it, hopefully your new raggie will get used to it too.
My dad supposably doesnt like cats either but he seems to LOVE Jake and want to steal him everytime he sees him lol
He doesnt like cats but he loves my stepmums tonkinese, Topaz.
He doesnt like cats but he loves my uncles two cats, Marilyn and Stacey.
So much for not liking cats!! (I think its just those outdoor or indoor/outdoor cats that he doesnt like, he is a Eucalyptologist so has a passion for our native trees and animals and hates that those cats can and do kill our native animals).

My dad actually was never a big cat lover but he adores my sisters and I ragdolls,
We sometimes use a dry apploication shampoo to release matted areas,
Its a shampoo that you add without bathing them,its comes out of the can like desert cream,
Our girl got matts around her wound when she was desexed and it worked a treat,
It seems to make the fur slippery and almost unmatts on its own with a bit of help by grooming,
Im not sure how it would work on severe matts, ours only had a couple of matts,
